Hydro One's policies and guidelines provide a fair and consistent level of service to all of our customers. They ensure consistency with all OEB regulations, Hydro One licenses and Market Rules requirements.

Wholesale Revenue Meter Exit

The policy NOP-004 (PDF 285 KB) establishes the governing principles and the policy directive AMPD-004 (PDF 237 KB) outlines options that all load and generation Metered Market Participants (MMPs) can exercise at the time when the seals of the Wholesale Metering Installations (WMI) associated with their supply reach expiry date. The main aspects of the policy and the policy directive are:

  • For the period of time prior to the first Meter-seal/Exemption Expiry date, Hydro One Networks Inc. shall continue to provide metering services to the wholesale metering equipment which it owned and that was in service on the market commencement date (transitional arrangement).
  • According to the Market Rules, at the first meter seal expiry date, MMPs take full responsibility for the WMI associated with their supply, and must exit the transitional arrangement.
  • At Meter-Exit time, MMPs shall pay a one-time exit fee for each meter point associated with their supply.
  • MMPs must continue paying full transmission rates until unbundled metering service rates are approved and applied.
  • Hydro One Networks Inc. shall implement a 'Meter Rebate Program' to compensate the MMPs who have exited the transitional arrangement while still paying the full transmission rates.
  • The available options at Meter-Exit depend on whether the existing metering facilities are located inside or outside a Hydro One Networks Inc.'s owned station.

Real Time Operating Data

Provision of Real Time Operating Information To and By Transmission Customers

The policy NOP-006 (93 KB) and the policy directive AMPD-006 (PDF 237 KB) apply to the provision of Real Time Operating Data from transmission customers to Hydro One Networks Inc. and from Hydro One Networks Inc. to transmission customers. The essence of the policy and the policy directive is:

  • Hydro One Networks Inc. shall meet its obligation to provide the real time operating data listed in the Transmission System Code (Appendix 3), provided that the information is appropriate, available and confidentiality process and safeguards are not violated.
  • Hydro One Networks Inc.'s Network Management System (NMS) shall become, in the long term, the single source of Real Time Operating Data to the customers.
  • Customers receiving real-time operating data by other means will be required to migrate to the NMS. The policy directive provides customers a number of options on the timing of such migration.
  • The data that the transmission customers are required to provide to Hydro One Networks Inc. in compliance with the Transmission System Code, will depend on size and specific location of the customer's connection to the transmission system.
