Hydro One Networks is committed to working with all generation proponents to ensure
assessments of their proposals and integration of projects into the distribution
system are done in a timely, consistent and fair manner. Processes may be amended
as required to accommodate changing circumstances, such as Ontario Energy Board
and Ontario Power Authority direction regarding the Standard
Offer Program.
February 12, 2009 – New Rules for “Queue Exempt” Small Generators in the Distribution System Code (DSC)
On February 12, 2009 the Ontario Energy Board amended the DSC with new rules for small generators. These rules are retroactive to existing projects and also apply to all new applications. All new applications that fit in this category will be processed according to the new rules.
New Criteria for Queue Exempt Small Generators is as follows:
- > 10 kW up to 250 kW if on a line < 15 kV
- > 10 kW up to 500 kW if on a line of 15 kV or higher
If the connection of your project would adversely affect the queue position of another generator project, the DSC now directs Hydro One to apply to the OEB for direction on how to proceed. If your project falls in this category, we will notify you in writing.
If your project can move forward toward connection because it does not affect other projects or because the OEB has directed the connection, Hydro One will notify you that the offer to connect is feasible.
Retroactive Small Generator Applications Status Update
We have reviewed small generator applications that were submitted prior to February 12, 2009 and were previously considered unfeasible. Two stations (St. Isidore TS and Longueuil are affected and we are in the process of notifying these small generators that are affected by the code changes. Any customers that are affected will be notified shortly by their Account Executive.

March 13, 2009 – New Draft Rules for Renewable Energy Feed-in Tariff (FIT) Program
If you are applying to Hydro One for a Connection Impact Assessment (CIA), please note the following section of the draft rules with regards to new applications for assessment:
“Unless an Applicant applied for a Connection Impact Assessment, A System Impact Assessment or a Customer Impact Assessment in respect of the Project prior to March 13, 2009 the applicant must not apply for a Connection Impact Assessment, a System Impact Assessment and Customer Impact Assessment in respect of the Project, until such time as the Applicant has executed a FIT contract”.
Hydro One recognizes that the decision to submit a CIA application resides with the customer however, based on the proposed rule above, we strongly recommend not filing CIA applications at this time as it may negatively impact on a proponent’s ability to secure a FIT contract.
Note: Hydro One is passing on this information to help proponents make the best decision for their project.
