Abandon
This option is selected when a MMP decides to abandon their meter point.
As a result, Hydro One will assume the cost and responsibility of removing
old metering. The MMP may also chose to abandon their existing meter
point in order to construct new Independent Electricity Systems Operator
(IESO) compliant metering as per Market Rules.
PROCESS - ACKNOWLEDGEMENT & RELEASE AGREEMENT
- Acknowledgement & Release agreements are arranged when a customer
decides to abandon a meter.
- The customer notifies Hydro One Networks in writing via "Schedule
1" of option to abandon meter installation.
- Hydro One will acknowledge the selection through an "Acknowledgement
& Release" agreement
- MMP is responsible for all market obligations, which may include
new compliant metering installation and customer must submit new connection
application
- Hydro One removes all existing metering installation infrastructure
- The agreement is e-mailed to the customer
- The customer returns the signed agreement to Hydro One
- An Exit Fee of $5,200 per meter point (plus GST) is payable to Hydro
One.
Purchase
This option transfers wholesale revenue metering assets from Hydro One
Networks Inc. to the MMP. Metering equipment outside Hydro One facilities
can be conveyed. This includes pole mounted metering (PME) or equipment
located at the customer's facility.
PROCESS - CONVEYANCE AGREEMENT
- Conveyance
Agreement transfers wholesale revenue metering assets from Hydro
One Networks Inc. to the Metered Market Participant (MMP). Metering
equipment outside Hydro One facilities can be conveyed. This includes
pole mounted metering (PME) or equipment located at the customer's
facility.
- Customer notifies Hydro One Networks in writing via "Schedule
1" of option to convey meter installation.
- A Conveyance Agreement is drafted and sent to customer for signature.
The agreement includes a Telephone
Transfer Form for the customer to complete for telephone billing
transfer. If the customer does not intend to use the phone line, we
ask that the form be returned to us with "n/a" written on it.
- Unless specifically included, the MMP is only purchasing assets
outlined on Schedule A of the Conveyance
Agreement which includes:
- Physical meter(s) and recorder
- Current ("CT's") and voltage transformers ("VT's")
- The PME cabinet
- The MMP must also address existing meter installation connection
requirements with local field staff (Lines & Forestry) which include:
- Joint Use Agreement, permit
- By-pass switches
- Telephone Connection Transfer form
- Meter Power Requirements
- Operational and Emergency contact numbers
- Site-specific issues
- The agreement is e-mailed to the customer.
- The customer returns 2 signed copies of the agreement to Hydro One.
- The agreements are signed and one of them is mailed back to the
customer.
- An Exit Fee of $5,200 per meter point (plus GST) is payable to Hydro
One
- Rebate starts on receipt of Meter
Exit Rebate Claim Form.
De-register
The option to De-register is chosen when the MMP's remove themselves
from the wholesale market and become distribution customers. Hydro One
will maintain ownership of the metering assets.
PROCESS
- This option only applies to meter points not directly connected
to the IESO-controlled grid.
- Customers that are de-registering embedded points from the wholesale
market must:
- Notify Hydro One Networks MSP and AE in writing via "Schedule
1" of option to de-register meter installation.
- Co-ordinate effective date of de-registration with Hydro billing
cycle 60 (minimum 60 days)
- MMP obligations at time of de-registration:
- Confirmation that IESO Form 1390 is submitted to the IESO stating
the date when the new MSP will be responsible for the subject
metering point
- Confirmation that the HONI Transmitter has approved the firm
date for the de-registration of the metering installation
- Confirmation of the firm date for the de-registration to HONI
MSP
- Once de-registered:
- Hydro One assumes metering responsibilities
- Energy billing will no longer be from the IESO but will be from
Hydro One
- The Exit Fee of $5,200 is not payable by the MMP to Hydro One
- No Rebate is applicable.
