LDCs & Transmission Customers

Hydro One has developed a program to improve the management of feeder settings for Hydro One owned Transformer Stations and breakers. The program clarifies the accountability of the Local Distribution Companies (LDC) and the Transmitter (Hydro One) while complying with generally accepted practices in Ontario.

LDCs that own feeders connected to Hydro One Transformer Stations are responsible to establish and update protection settings for their feeders. The Transmitter (Hydro One) owns the breakers and is responsible for applying setting changes and maintaining the protection settings and records. Hydro One will work closely with the LDC to ensure the settings requested are applied accurately.

For Embedded LDCs connected to Hydro One owned feeders, Hydro One will coordinate the feeder protection settings with the Embedded LDCs. Embedded LDCs will be requested to provide their relevant data.

Protection & Control Management Information System (PCMIS)

A new system has been developed to provide LDCs with easy access to their feeder settings. Protection & Control Management Information System (PCMIS) is a web-based system that houses all protective relay setting information. Internet Explorer is the only requirement to use PCMIS. LDCs can view their feeder settings in PCMIS and can also request a feeder setting change by submitting a downloadable form.

First Step
PCMIS is a secure system that requires an individual username and password to gain access. Each LDC will be asked to sign a LDC Authorization Agreement. The Agreement must be completed by LDC staff with the authority to bind the corporation and take accountability for the following:

  • Confidentiality and security
  • Conditions of access
  • Customer acknowledgement and agreement that all proposed feeder setting changes have been reviewed and authorized by a Professional Engineer
  • Responsibility for all users accessing PCMIS including third parties.

Second Step
An individual username and password is required to access PCMIS. Once the LDC Authorization Agreement has been completed, individual users request a username and password by completing the LDC User Access Form.
