09/21/07 - New Rates for Wholesale Meter Services

In its Decision on Hydro One’s Transmission Application under proceeding EB-2006-0501, the OEB has approved Hydro One's request to un-bundle Wholesale Meter Service fees from the Transmission Network Service charge and create a separate fee for Wholesale Meter Service Charges.

Effective November 1, 2007 Customers who:

  • are wholesale Metered Market Participants (MMP’s) and,
  • are metered through a Hydro One Wholesale Revenue Meter point (WRM) under the Transitional Arrangement as described in the Market Rules Chapter 6, Section 3.2. and,
  • have not provided Hydro One a copy of the signed IESO Site Registration Report (SRR) to demonstrate the end date of the Transitional Arrangement,

will be required to pay the new un-bundled annual Wholesale Meter Service Rate.

MMP’s who have exited the transitional arrangement prior to November 1, 2007 and Hydro One has received a copy of the signed IESO Site Registration Report (SRR), will not be required to pay for transitional wholesale meter services. These MMP’s will receive a final prorated rebate for the 10 month period prior to November 1, 2007 as per the previous “Interim Annual Wholesale Meter Service Rebate approved by Board Order RP-2003-0188, March 11, 2004”.

Subject to the OEB’s final approval of the attached “Wholesale Meter Service and Exit Fee Schedule” (PDF 19 KB) the proposed rate for the Wholesale Meter Services is $6,200.00 plus applicable taxes per meter point per year for each meter point that is under the transitional arrangement. MMP’s will still be required to pay an Exit Fee of $5200.00 per meter point on exit from the Transitional Arrangement.

When MMP’s exit from the transitional arrangement the Wholesale Meter Service charge will be prorated monthly for any whole or part month where Hydro One is registered with the IESO as the Meter Service Provider (MSP). Invoicing for this service will be issued annually at the end of the calendar year.

A copy of the signed IESO Site Registration Report (SRR) for each meter point is required to demonstrate the end date of the Transitional Arrangement.

This notice fulfills Hydro One’s requirement under existing Transitional MSP Agreements to provide advance notice of a change in its MSP fees.
