Woodstock Area Transmission Reinforcement

What's New:

October 2007 -
On October 11, 2007, the Ontario Energy Board (OEB) issued a Decision and Order granting Hydro One Networks Inc. (Hydro One) leave to construct new electrical facilities to reinforce electricity supply in the Woodstock area. Hydro One, as a first step, is proceeding with a legal survey of the right-of-way. Further details on the construction schedule and activities will be posted on this website in the coming weeks.

The community consultation conducted during the summer of 2007 with residents who live adjacent to the transmission right-of-way within the City of Woodstock revealed that the community would prefer steel poles instead of lattice towers. Hydro One will incorporate the community preference into the new design for this section of the right-of-way.

July 2007 - Homeowners in the City of Woodstock who live adjacent to the transmission right-of-way Hydro One is proposing to upgrade can have a say in what type of tower will be installed in their neighbourhood.

Hydro One delivered a flyer (PDF 30 KB) to adjacent homeowners inviting them to attend a consultation meeting at the Southside Aquatic Centre on July 18, 2007 to see simulated drawings of the alternative tower types (see image below).

Residents who were not able to attend the July 18 consultation meeting can still mail, fax or e-mail a comment sheet (PDF 37 KB) to provide their tower type preference to Hydro One in writing, but comments must be received by August 31, 2007. The simulated tower type diagrams can be viewed during regular business hours at Woodstock Hydro's offices at 16 Graham Street, Woodstock, (Telephone: 519-537-3488).

June 2007 - Hydro One released its Draft Environmental Study Report (ESR) for a 30-day public review period on June 20, 2007. A Notice of Completion advertisement was also published in local newspapers (PDF 101 KB). Download the Draft ESR and Appendices below:

May 2007 - Hydro One held a second Public Information Centre (PIC) on Tuesday, May 29, 4 p.m. to 8 p.m. at the Woodstock Quality Inn & Suites, to review its preferred transmission line route and preferred transformer station site with the public. Details and the newspaper advertisement for this PIC are noted in the "Public Information Centres" section below.

Hydro One has identified its preferred site for a new transformer station (TS), to be named Karn TS. The site is located on the north side of Karn Road in the Township of South-West Oxford, as shown on the map below. The new transformer station, together with Hydro One's preferred transmission line option, announced in March 2007, will increase the capacity of the electricity system to satisfy growing needs in the Woodstock area.

Hydro One's preferred transmission line option is to upgrade the existing 115 kilovolt (kV) transmission line on an existing right-of-way between Ingersoll TS in the Township of Zorra and the new Karn Ts. The existing towers on this right-of-way would be replaced by taller narrow-base towers, and a few additional property easement rights would be required for angle towers (where the transmission line changes direction). The transmission line structures between the new Karn TS and Woodstock TS in the City of Woodstock will also be upgraded to taller narrow-base towers, but this portion of the line would continue to be operated at 115 kV.

Background & Project Description

The electricity supply in the Woodstock area needs reinforcement due to the growing electricity needs created by strong economic and industrial growth in this area. Hydro One, Woodstock Hydro and Erie Thames Power completed a joint electricity supply study, and have confirmed the need to proceed with transmission reinforcements in the area. The need for additional facilities is supported by the Ontario Power Authority.

To reinforce the local electricity system, Hydro One needs to install a 230 kV transmission line and a new transformer station (TS). Hydro One considered two general options which would achieve the desired objective:

1) Upgrade the existing 115 kV transmission line on an existing right-of way between Ingersoll TS (in Zorra Township) and Woodstock TS to a 230 kV supply. This option would require the construction of new transformation facilities; or

2) Construct a new 230 kV transmission line on a new transmission corridor and connect to an existing 230 kV line south of Woodstock. This option would require the construction of a new TS in the east end of Woodstock.

The options and the study area for the proposed transmission facilities are outlined in the map below:

Hydro One reviewed both transmission routing options with municipal officials, government agencies and held an initial public information centre (PIC) on December 7, 2006 to review the options with the public. The company subsequently conducted an environmental, technical and socio-economic analysis of each option and took into consideration input obtained from stakeholders and the public.

In March 2007, Hydro One announced it had selected Option 1 as its preferred transmission routing option. For more information, read the newspaper advertisement and letter to area property owners.

Project Approvals Processes

Hydro One is conducting a Class Environmental Assessment (EA) study of the proposed undertaking in parallel with the Ontario Energy Board approvals process. The two approval processes are described below.

Environmental Approvals

In November 2006, Hydro One initiated an Environmental Assessment (EA) Study in accordance with the Class Environmental Assessment for Minor Transmission Facilities. The Class EA process falls under the Ontario Environmental Assessment Act and is an effective way of ensuring that minor transmission projects that have a predictable range of effects are planned and carried out in a manner which is environmentally acceptable.

Following a consultation process with members of the public, government agencies and municipalities, a draft Environmental Study Report (ESR) is made available for stakeholder review and comment for a 30-day period, and the details of the public review process are advertised in local newspapers.

If no concerns are expressed during the 30-day review period, the project is considered to be acceptable. The final ESR is filed with the Ministry of the Environment and approval is granted.

If concerns are expressed during the 30-day review period, Hydro One will attempt to resolve them to complete the EA process. If Hydro One cannot satisfy all of the concerns, a stakeholder may submit a "bump-up" request for an individual Environmental Assessment of the proposed undertaking. Hydro One will then consider whether a re-designation of the project is appropriate, and send its response, the draft ESR and the individual's bump-up request to the Minister of the Environment for a decision as to whether or not the project requires an Individual EA or if the project should be approved as proposed.

Ontario Energy Board Approvals

The project is also subject to "Leave to Construct" approval under Section 92 of the Ontario Energy Board (OEB) Act. The OEB review of Hydro One's application for leave to construct approval also includes provision for public consultation.

On March 9, 2007, Hydro One submitted an application to the Ontario Energy Board seeking approval to upgrade an existing 115 kilovolt (kV) transmission line to a 230 kV line on an existing right-of-way between Ingersoll Transformer Station (TS) in Zorra Township and Woodstock TS. Public Consultation

Hydro One has consulted with government agencies and municipal officials at key stages of this Environmental Assessment Study. Public Information Centres are also an important part of the public consultation process.
