Western Brampton Transmission Reinforcement

What's New — October 9, 2007

On October 9, 2007, the Ontario Energy Board (OEB) issued a Decision and Order granting Hydro One Networks Inc. leave to construct electricity transmission facilities in the City of Brampton.

The Project
Hydro One Networks Inc. is proposing to build two new 230-kilovolt (kV) underground transmission lines to reinforce the electricity supply in the City of Brampton. This project will address increased electricity demand resulting from strong economic growth and development in the community, and ensure a reliable supply of power for future growth.

The proposed underground lines would be constructed completely within an existing transmission corridor, which extends from Hydro One Brampton's Jim Yarrow Municipal Transformer Station (MTS) at Steeles Ave and Chinguacousy Rd. to Hydro One's planned Hurontario Station located on the Parkway Belt near Hurontario St. and Hwy 407. The two new underground cable circuits will extend about 3 kilometres in length (see map below). There is currently an existing 230 kV overhead transmission line located on this corridor, which will not be modified.


Environmental Approval Process

The project is subject to provincial Environmental Assessment (EA) Act approval in accordance with the Class EA for Minor Transmission Facilities. The Class EA process falls is an effective way of ensuring that minor transmission projects that have a predictable range of effects are planned and carried out in a manner which is environmentally acceptable.

Following a consultation process with members of the public, government agencies and municipalities, a draft Environmental Study Report (ESR) is made available for stakeholder review and comment for a 30-day period. If no concerns are expressed during the 30-day review period, the project is considered to be acceptable. The final ESR is then filed with the Ministry of the Environment and approval is granted.

If concerns are expressed during the 30-day review period, Hydro One will attempt to resolve them to complete the EA process. If Hydro One cannot satisfy all of the concerns, a stakeholder may submit a "bump-up" request for an individual Environmental Assessment of the proposed undertaking. Hydro One will then consider whether a re-designation of the project is appropriate, and send its response, the draft ESR and the individual's bump-up request to the Minister of the Environment for a decision as to whether or not the project requires an Individual EA or if the project should be approved as proposed.

Ontario Energy Board Approval

The project also requires approvals under the Ontario Energy Board (OEB) Act. Pending these approvals, the expected in-service date for the project would be mid-2009.
