New Projects Transmission System Projects Transmission Line Upgrade - Vanessa Junction to Norfolk Transformer Station Environmental Screening Hydro One Networks is proposing to upgrade the 115 kV transmission lines that run from Vanessa Jct, located near the hamlet of Vanessa, to Norfolk Transformer Station, located near the town of Waterford, in Norfolk County (see map below). Hydro One will be in contact with affected land owners prior to construction starting. Need With the existing line expected to reach capacity by 2009, this upgrade is essential to maintain the reliability of supply to this area. This important work has been endorsed by Norfolk Power and will also facilitate the addition of a second transformer at Norfolk Power's Bloomsburg Municipal Transformer Station (MTS).
What does the project involve?
Environmental Approvals A Class Environmental Assessment (EA) was conducted in 1999 for the refurbishment of this line, and an Environmental Study Report (ESR) was filed with the Ministry of the Environment in accordance with the Class Environmental Assessment for Minor Transmission Facilities. The Class EA process falls under the Ontario Environmental Assessment Act and is an effective way of ensuring that minor transmission projects that have a predictable range of effects are planned and carried out in a manner which is environmentally acceptable. For the proposed undertaking, the ESR filed in 1999 is being updated with an Environmental Screening. As a matter of due diligence, Hydro One has updated the information collected in the original ESR, and will take it into account when assessing possible impacts and mitigation measures. Download the ESR Vanessa Junction to Norfolk TS 115kV Line Refurbishment (PDF 3.8 MB) Ontario Energy Board Approvals This project requires a "Leave to Construct" approval from the Ontario Energy Board (OEB) under Section 92 of the OEB Act. Hydro One is planning to file its application in February 2007. Pending the necessary approvals, construction could start in fall of 2008, enabling the new transmission facilities to be placed in service by 2009. The Ontario Energy Board is the regulator of Ontario's natural gas and
electricity industries. The OEB's role is to review a transmission project's
effect on consumers with respect to prices, reliability and quality of
