Transmission System Projects

Hurontario Station and Transmission Line Reinforcement

NEW: On February 23, 2007, the Hurontario Station Environmental Study Report was finalized and filed with the Ontario Ministry of the Environment. Ontario Energy Board approval to construct the transmission facilities was granted on January 31, 2007. Hydro One Networks will now move forward with the construction phase of the project starting in spring/summer 2007. The new line and station are expected to be in service by early 2009.

The Project
Hydro One Networks is proposing to upgrade transmission facilities located entirely within Parkway Belt land in Brampton. The need for reinforced transmission facilities was identified in a joint planning study between Hydro One Networks, Hydro One Brampton and Enersource Hydro Mississauga, and confirmed by the Independent Electricity System Operator (Ontario Reliability Outlook Report, June 2006) and by the Ontario Power Authority. Without these transmission reinforcements, reliable electricity supply to western Brampton and northern Mississauga will be at risk by summer 2009.

The project involves the construction of Hurontario Switching Station and a new 230 kilovolt (kV) transmission line running parallel to existing transmission lines on the Parkway Belt corridor along an existing transmission right-of-way.

The new station will be located west of Hurontario Street and south of Highway 407. The new transmission line will extend 4.2 km from Hurontario Station to Cardiff Transformer Station in Brampton. The proposed transmission facilities will assist in meeting the need for electricity supply in Brampton and Mississauga by increasing transmission capacity and ensuring power reliability.

Environmental Approval Process
The Parkway Belt was established in the 1970s as a multi-use corridor, part of it being designated as a utility corridor servicing what is now the Greater Toronto Area. Ontario Hydro and its successors were granted an Exemption Order (OHK-11) to build transmission facilities anticipated at that time. As such, provincial Environmental Assessment Act approval is not required for the transmission line component of this project.

Based on the fact that projects similar to the Hurontario Station are listed in Exemption Order OHK-11, Hydro One requested a Declaration Order from the Ministry of Environment for the new Hurontario Station, with the intent to exempt this station from EA Act approval. The request followed the guidelines provided by the Environmental Approvals and Assessment Branch of the Ministry of Environment, and was submitted on September 26, 2006.

Subsequent to the Declaration Order application submission, the Ministry of the Environment requested that Hydro One prepare an environmental assessment in accordance with its Class Environmental Assessment for Minor Transmission Facilities. Following a consultation process with members of the public, government agencies and municipalities, a draft Environmental Study Report (ESR) was made available for stakeholder review and comment for a 30-day period. During the 30-day review period, no "bump-up" requests were received and no issues were identified concerning the project or the draft ESR Report. The Environmental Study Report was finalized and filed with the Ministry of the Environment on February 23, 2007.

This project also requires a "Leave to Construct" approval from the Ontario Energy Board (OEB) under Section 92 of the OEB Act. Hydro One filed this application at the end of September 2006. On January 31, 2007, this approval was granted.
