- March 8, 2005 - Hydro One withdraws draft Environmental Study Report
Hydro One has advised the Minister of the Environment that it is withdrawing
its draft Environmental Study Report (ESR) for the Supply to York Region
Transmission Line Project. Hydro One made this decision in light of
the reviews currently being undertaken by the Ontario Energy Board and
Ontario Power Authority (OPA) to assess local electricity reliability
issues in Ontario, including those in York Region, and identify possible
solutions. Hydro One fully supports the OPA's mandate to examine a comprehensive
range of electricity reliability and supply options, and will provide
its full cooperation and support to assist the OPA in arriving at solutions
to meet the province's electricity needs.

Background
York Region is one of the fastest growing areas in Ontario and includes
the communities of Markham, Richmond Hill, Vaughan, Aurora, Newmarket,
King Township, Whitchurch-Stouffville, East Gwillimbury and Georgina.
Hydro One, working together with local utilities, has assessed a variety
of transmission options to keep up with the growth and satisfy the supply
needs of York Region. The utilities and Hydro One agree that, regardless
of the selected option, by 2006 additional supply will be required.
Based on an assessment of the options, two transmission route alternatives
were presented at Public Information Centres held in April/May 2004, both
making use of existing transmission corridors. See

1) Upgrade the existing transmission line from Parkway Transformer Station
(TS) to Armitage TS
2) Upgrade the existing transmission line from Claireville TS to Armitage
TS
These alternatives are expected to have the least impact on the environment
and local community. Hydro One continues to consult with stakeholders
on these and other options to meet the need for electrical supply in York
Region.
All of the options identified to date are subject to Environmental
Assessment (PDF 2.2 MB) and Ontario Energy Board review and approval.
These processes provide additional opportunities for input from the local
community and other stakeholders.

Initiate consultation process

Utilities
Hydro One has been working with local utilities to ensure that together,
we can accomodate growth in the region and continue to supply reliable
electricity to the York Region communities. The results of this
cooperation are available in this joint
planning study (PDF 1.1 MB).
Local Elected Officials and Staff
Hydro One has been meeting with staff at Municipal and Regional
levels to discuss this project. We have also made presentations
to Municipal Councils on request. Here is an example
of information presented at council meetings (PDF 538 KB).
Public Information Centres
Hydro One has held public information centres throughout the York
Region. Through a series of session
panels (PDF 1 MB), brochures
(PDF 657 KB) and discussions we discussed the need for the project,
two of the options being considered and the process. From these
sessions the public was able to give us valuable feedback.

Initiate meetings with interested stakeholders to address concerns

As a result of the initial
public information sessions, meetings with stakeholder groups who
have had questions or concerns about the project (such as the York
Catholic District School Board) are being held. To allow for feedback
from all interested parties or groups we have deferred the date for
selection of a preferred route from that of the schedule presented
at the initial public information centres. |

Conduct additional Public Information Centres

Since April 2004, a series
of Public Information Centers and several stakeholder consultation
meetings have been held. During these information exchanges, we received
a significant amount of input. Your issues and concerns are important
to us and we will consider them closely while evaluating route alternatives.
Over the summer we will continue discussions with interested groups.
We have also been attending public sessions to ensure that all interested
parties are informed and have the opportunity to understand and
comment on the alternatives for the future supply to York Region.

Newmarket Community Meeting:
Electric and Magnetic Fields (EMF) Workshop - June 16, 2004:
Hydro One coordinated an EMF workshop designed to help increase
stakeholder understanding of electric and magnetic fields. A panel
of experts included; Dr.
Jack Sahl (PDF 11 KB), Director of Environment & Safety,
Southern California Edison, Dr.
Mark Greenberg (PDF 12 KB) Medical Director, Pediatric Oncology
Group of Ontario, and Dr.
Magda Havas (PDF 8 KB), Associate Professor of Environmental
and Resource Studies, Trent University, who was invited by local
interest group Stop Transmission lines Over People (STOP). The panel
presented views from a public health, medical and biological/environmental
perspective on the potential risks to human health. Municipal and
regional planning staff and elected officials, local MPPs, the Ministry
of Energy, York Region electric utilities, Regional Health Services
staff, representatives of local ratepayer groups, and members of
STOP's Executive Committee were invited and over 50 people attended.
